During her Senate confirmation hearing for the Department of Homeland Security (DHS) Secretary position, Kristi Noem fielded questions about the chain of command regarding border security, particularly her relationship with "border czar" Tom Homan.
Senator Andy Kim (D-NJ) pressed Noem on who would ultimately be responsible for border control, expressing uncertainty about how her role would interact with Homan's. Noem emphasized that border security is a national security matter, falling under the President's purview, and affirmed her commitment to carrying out the President's agenda.

While acknowledging the President's ultimate authority, Senator Kim sought further clarification on the division of responsibilities between Noem and Homan. Noem described Homan as a valuable advisor to the President but emphasized her own accountability as DHS Secretary for the department's actions if confirmed. She underscored that she and Homan maintain consistent communication and collaborate effectively.

Senator Kim raised concerns about Homan's reported statements about his decision-making power on border security and deportations, highlighting potential implications for executive branch function and the committee's oversight responsibilities. He suggested that if Homan holds such authority, he should also testify before the committee.

Noem reiterated her strong working relationship with Homan, assuring the committee of their ongoing communication and collaboration. She also stated that no authority would be removed from the DHS or herself if confirmed for the Secretary position.
